A National Teleconference Exploring the Use of Roving Security Inspections to Increase Post 3/11 Rail and Bus Transit Security in the U.S.
The Transportation and Development Institute of ASCE (T&DI) is sponsoring a National Teleconference on Thursday, March 25, 2004 from 12 noon to 1:00 pm Eastern Standard Time to explore the deployment opportunities and challenges of the use of roving security inspections approach to increasing security on rail and bus transit systems. The deadly simultaneous bombings of the Madrid rail transit system on March 11, 2004 have put new pressure on U.S. transit systems to increase security. Yet, the open nature of public transit and the sheer magnitude of passengers that travel throughout the nation’s bus and rail terminals and vehicles make it seemingly impossible to provide a level of security that will truly deter similar terrorist attacks here in the U.S. No matter how many video monitors or canine patrols are deployed, it is simply not feasible to check each and every passenger embarking on their journey. Instead of attempting to check each passenger, Roving Security Inspection Programs, modeled after the highly successful Roving Fare Inspection Programs on the nation's light rail transit systems would dispatch security and/or law enforcement personnel to make frequent, unannounced inspections on buses, trains and in passenger terminals. Aided by Explosives Detection Dogs (EDD) and metal detectors, these teams would perform inspections and be empowered to issue citations and to make arrests. High visibility of such roving patrols throughout vehicles and terminals can provide effective deterrence to would-be terrorists and reassurance to the public of a security presence. Low cost compared to other security options. The presenters for the teleconference are: James F. Broder, CFE, CPP, FACFE, President, Confidential Business Consultants, LLC. Mr. Broder has over 40 years of security experience in both the public and private sectors. Eva Lerner-Lam, President, Palisades Consulting Group, Inc., Past Chair, T&DI Transportation Security Committee and T&DI Board Member. Ms. Lerner-Lam has over 27 years of experience in transit policy, planning and operations. Following the presentations facilitated discussions will be conducted with Ernest R. Frazier, Sr., Esq., Chief of Police, Amtrak(Invited); Langley Powell, retired President and General Manager, San Diego Trolley and San Diego Transit; and Pete Sklannik, Chief Operating Officer, Trinity Railway Express, Dallas, TX. Charles F. Barker, P.E., ARM, Manager, KBR Government Services and Chair of T&DI's Transportation Security Committee will moderate the teleconference. Co-sponsoring organizations of the teleconference include the Transit Standards Consortium (TSC) and The Infrastructure Security Partnership (TISP). Teleconference participants will be invited to ask questions of the presenters and discussions leaders. Background reading, dial-in instructions, and other materials will be provided to all registrants prior to the teleconference via e-mail. The registration for the teleconference is $20 for members of T&DI, ASCE, and co-sponsoring organizations. Non-members may register for the teleconference for $25.00. |
